Julio was born in Lima where he attended the Law School at Inca Garcilaso de la Vega University. He has also studied at the National Police Academy and the San Martin de Porres University as well as the Federal Bureau of Investigations (FBI) Academy in Quantico, Virginia; the U.S. Secret Service, the Department of State, the Diplomatic Security Training Center among others. He is fluent in his native tongue and in English. He has had years of experience as Security Officer, legal advisor, due diligence and fraud investigations, and brand protection programs. He started his career in the National Police of Perú where he was promoted to Lieutenant Colonel and was in charge of major investigations throughout his career coordinating informants, investigators and conducting seizures. He has also held positions at the American Embassy as Security Officer and Protective Team Leader; as Advisory Officer for the Investigative Police Headquarters and the Investigative Police General Director. Julio also has teaching experience at the Security Training Center of Telefónica as Instructor for Security and Legal Matters, and Professor of Law and Investigative Techniques for several Universities in Perú and the National Police Forensic Science Institute.
