Philippe joined PICA in January 2012 as a Senior International Consultant. From 2008-2011, Philippe served as the Deputy Director Combined Planning Group advising chief executives at the United States Central Command (U.S. CENTCOM). While as the Deputy Director, Philippe prepared strategic analysis related to U.S. CENTCOM area of responsibility (Middle East and South Central Asia). He built a strong cohesive group of senior officers from fifteen different countries developing a high-performance team capable of delivering acute analysis of complex situations. He also initiated and developed strategic planning relations between U.S. CENTCOM and the French Joint Staff.

From 2004 to 2008, as the Director of the Bilateral Relations Branch of the French Military Intelligence Agency, Philippe restructured the network of international partners, prioritizing the level of interactions between France and its partner countries. He harmonized international relationships with the national strategic guidance and objectives and encouraged and developed more productive relations. He interfaced with key foreign intelligence leaders and developed a well-structured personnel network. Planned, coordinated and executed 150 international meetings annually.

As a staffer within the Secrétariat Général de la Défense Nationale, French equivalent of the U.S. National Security Council, Philippe participated in the defense and security decision making process with regards to NATO and North America issues.

As a NATO planner in Bosnia-Herzegovina and the Netherlands, Philippe successfully tested and subsequently established permanent policies relating to international relations.

Philippe attended the Sorbonne University in Paris where he obtained a Masters in History, the French Army War College and Joint War College in Paris, and the esteemed French Army Academy in St-Cyr, France.

Philippe is an avid pilot and has his Paratrooper wings in France, Germany, the United Kingdom, and the United States.
