Cesar was born in Lima, where he attended Law School at Inca Garcilaso de la Vega University. He graduated from the Police Academy with the rank of Captain in 1977. He has been conducting professional investigations for 22 years throughout Latin America, coordinating informants and conducting seizures, and functioning as product expert for the Peru Superior Court for over 12 years. His areas of expertise include intellectual property enforcement, surveillance, due diligence and graphology. His teaching experience includes the Investigative Police Officer School. Cesar is also the author of a widely a Dictionary of Criminalistics widely used in Peru at the professional and academic levels.
